Cyber Leaders to Address Resilience, Compliance and Workforce Challenges
Princeton, NJ – As cyber disruption becomes a constant operational reality for government agencies, public sector cybersecurity leaders are being forced to rethink how they govern risk, maintain resilience and support mission continuity in increasingly volatile conditions. Against this backdrop, ISMG will host the GovSec Summit USA on June 11, bringing together more than 200 federal and public-sector CISOs and senior cyber leaders for a day of discussions focused on how cyber leadership is evolving amid persistent threats, policy shifts and operational strain.
The virtual summit is centered around the theme, “Cyber Defense at Scale: Aligning National Security Urgency With Fiscal Reality,” examining how agencies can strengthen cyber resilience while operating under tightening budgets, workforce shortages and expanding governance demands. The agenda positions cybersecurity as an enterprisewide governance and mission delivery challenge tied directly to accountability, coordination and public trust.
Sessions will explore how public sector organizations are adapting governance models, modernizing operations, and balancing speed, compliance and mission effectiveness in an environment where agencies are no longer responding to isolated incidents, but managing continuous cyber risk.

A key focus of the event will be the growing challenge of managing security operations amid expanding compliance demands. The panel discussion, “Navigating Regulatory Fragmentation and Compliance Burdens in an Era of Conflict,” will explore how agencies are dealing with overlapping regulations while responding to increasingly sophisticated state-sponsored threats. Densmore Bartly, CISO at the U.S. House of Representatives, Steve Casabulla, executive assistant director – infrastructure security at CISA, and Tewauna Raymundo, cybersecurity branch chief, National Oceanic and Atmospheric Administration, will discuss the push toward cyber-harmonization, the need to reduce administrative friction and how organizations are shifting compliance from static reporting exercises toward more operationally driven resilience strategies.
While operational resilience remains critical, leaders are also confronting another growing concern: the long-term sustainability of cybersecurity teams themselves. The session, “Securing the Human Layer: Burnout Prevention as a Cyber Risk Strategy,” will examine how burnout is increasingly being viewed as an operational and security risk rather than simply a workforce wellness issue. Through a practical case study, Jothi Dugar, CISO, NIH Centre for IT, will explore how leadership teams are introducing targeted interventions to strengthen team cohesion, improve psychological safety and reduce preventable stress without affecting mission performance.
The conversation around resilience will continue in the panel, “Securing the National Enterprise: Defensive Readiness Amidst Fiscal and Workforce Constraints.” With agencies under pressure to defend critical infrastructure despite limited budgets and persistent talent shortages, the session will focus on how leaders can prioritize cybersecurity investments, optimize operations and maintain continuity with constrained resources. Panelists will discuss practical approaches to balancing people, processes and technologies while sustaining defensive readiness in a rapidly evolving threat landscape.
